The Planning and Zoning Division is a division of the Office of the City Manager and is administered by the city's Planning and Economic Development Director.   The Planning and Economic Development Director is appointed by, and serves at the pleasure of, the City Manager.  The Director is responsible for organizing and directing the development and administration of programs to guide current and future utilization of city land, physical facilities, and socioeconomic resources.  The Director provides administrative support to the city's Planning Commission, Board of Zoning Appeals, City Council, and City Administration.

Richmond's Board of Zoning Appeals is a quasi-judicial body established by Article 24 of the City of Richmond Zoning Ordinance pursuant to the Michigan Zoning Enabling Act, Public Act 110 of 2006, as amended.

Public Meetings and Hearings

The Board of Zoning Appeals meets on the second Thursday of every month at 7:00 p.m. at Richmond City Hall, 68225 Main Street.  Notices of Board public hearings are displayed as classified legal advertisements in The North Macomb Voice newspaper prior to the public hearing date in accordance with applicable law.

BZA Responsibilities

The responsibilities of the Board of Zoning Appeals include:

• Hearing and deciding on appeals of administrative zoning decisions;

• Authorize variances from the strict application of the Zoning Ordinance under certain conditions;

• Grant exceptions and special approvals in accordance with the provisions and conditions of the Zoning Ordinance; and

• Issue interpretations of the Zoning Map and Zoning Ordinance.

Board of Zoning Appeals Membership

The Board of Zoning Appeals is made up of seven (7) members of the community and two (2) alternate members serving three-year terms commencing on January 1.  The Board members are appointed by the City Council.
