Office of the City Treasurer

The Treasurer/Finance Director is appointed by the City Manager with the confirmation of the City Council.  The Treasurer possesses the following responsibilities:

  • Maintains custody of the monies of the city, bond pertaining to the City Clerk, and all evidence of value or of indebtedness belonging tot he city or held in trust by the city.

  • Collects all monies of the city, the collection of which is not provided for elsewhere by law or by ordinance, and receives from other officers and employess of the city all money belonging to and receivable by the city that may be collected by such officers and employees, including fines, lincese fees, taxes, assessments, and all other fees and charges.

  • Keeps and deposits all monies or funds in such manner and only in such places as the City Council may determine and reports the same in detail to the City Council and City Manager.

  • Disburses all city funds in accordance with the provisions of law and procedures established by the City Council.

  • Exercises such powers, duties, and prerogatives in regard to the collection and custody of state, county, school district, and city taxes as are conferred by law upon township treasurers.

  • Performs such other duties as prescribed by law, the City Council, or the City Manager.

Utility Rate Schedule and Billings

The City of Richmond maintains its own municipal water system, sanitary sewage collection system, and wastewater treatment plant.  Utility bills are mailed out quarterly on the 15th day of the month prior to the due date.   The city is divided into three billing districts for the purposes of water meter readings and utility billings, with one district receiving utility bills each month.  For a complete list of the current utility service rate schedule and fees, please go to the City of Richmond Fee Schedule and scroll down to the Water and Sanitary Sewer sections of the schedule.

IMPORTANT NEWS AND INFORMATION

  • SUMMER TAX BILLS - The City Treasurer mailed out the Summer 2009 tax bills on July 1, 2009.   Taxes were due by September 30, 2009. The 2009 summer homestead tax rate is 35.4349 mills.  The 2009 summer non-homestead tax rate is 53.4349 mills.

  • WINTER TAX BILLS - The City Treasurer mailed out the Winter 2010 tax bills on December 1, 2009.   Taxes are due by February 28, 2010  The 2009 winter tax rate is .9496 mills.
