City, Village and Township Revenue Sharing (CVTRS) Program

For fiscal year (FY) 2015, the legislature established the City, Village, and Township Revenue Sharing (CVTRS) program (a simplified version of the Economic Vitality Incentive Program (EVIP)). Each eligible local unit must meet all of the requirements of Accountability and Transparency in order to receive the full CVTRS payments.

Accountability and Transparency

Under the City, Village, and Township Revenue Sharing (CVTRS) program, all cities are required to make public a Debt Service Report and Projected Budget Report. TIFA Plans

Title VI Plan

On May 20, 2013, the Richmond City Council approved the City of Richmond's Title VI Non-Discrimination Plan. The City of Richmond serves all people of the State of Michigan, including minority populations, low-income populations, the elderly, persons with disabilities, and those who traverse the state of Michigan. The City of Richmond recognizes its responsibility to provide fairness and equity in all of its programs, services, and activities, and that it must abide by and enforce federal and state civil rights legislation.
