[ARCHIVED] Fireworks Ordinance

In September of 2020 a new Firework Ordinance went into effect in the City of Richmond that covers consumer fireworks. Over the New Year's Holiday, it is legal to use consumer fireworks from December 29th until January 2nd, 11am-11:45pm each day.

The only days that fireworks are allowed to be set off in Richmond are as follows:

1.  Prohibited conduct and Violations. 

  1. No person shall ignite, discharge or use consumer fireworks on PUBLIC PROPERTY. Doing so violates state law.
  2. No person shall ignite, discharge or use consumer fireworks within the City, except as follows: 

On the following days after 11 a.m.: 

  1. December 31 until 1 a.m. on January 1. 
  2. The Saturday and Sunday immediately preceding Memorial Day until 11:45 p.m. on each of those days. 
  3. June 29 to July 4 until 11:45 p.m. on each of those days. 
  4. July 5, if that date is a Friday or Saturday, until 11:45 p.m. 
  5. The Saturday and Sunday immediately preceding Labor Day until 11:45 p.m. on each of those days. 
  6. The Friday and Saturday immediately following Labor Day until 11:45 p.m. on each of those days.

This ordinance does allow for some exceptions.  Residents may apply to seek an exception to be allowed to ignite, discharge or use consumer fireworks for special events such as weddings, significant anniversaries or significant birthdays. Click here for the Special Event Application for Consumer Fireworks. This application MUST BE approved by City Council before the exception will be allowed. Please be sure to get your completed application to the City Clerk before the City Council meeting prior to your event. City Council meets the 1st and 3rd Monday of each month.
